Yves Barou is a graduate of École Polytechnique, attended the Centre d'Étude et de Gestion Économique, and holds a doctorate in Economics.

He began his career in several French ministries and in 1984 joined Rhone-Poulenc with various management responsibilities in France and the US. In 1998, he was appointed Deputy Cabinet Director to the French Minister of Employment and Solidarity, with responsibility for employment and training. He has held his present position since 2000.
